The state will not certify a winner — in a declaration signed by Gov. Tim Pawlenty, a Republican — until all the legal challenges are completed. That makes it unlikely that Senate Democrats would try to seat Franken until he is officially certified as the winner.
It's a reasonable strategy, and at this point, one that probably pisses off the Left.
At the very least, it keeps Pawlenty's name in the Republican headlines for something other than that awful budget deficit his state's dealing with.
